T he Kenilworth Community, actually an independent city from 1891 to 1929, located in the city of Asheville, North Carolina, has a long and colorful history, a history that goes back to the beginning of the 1900s. We're proud to have elected Leah Chiles, the first woman mayor in the state of North Carolina, happy that our original jail house is still standing (only now it's a private residence), and delighted to be the usually peaceful home of 800 some residents. They live within a twenty-minute walk of downtown Asheville, but still revel in rural charm, walkable streets, a marvelous collection of trees, a fascinating mix of housing styles (from grand to early-American bungalow), and an 19-acre lake.

Our ZIP, depending on your location near Kenilworth Road is 28803 and 28805, and we're bounded on the east by Tunnel Road, on the west by Biltmore Avenue, on the south by the Swannanoa River Road, and to the north by the crest of the mountain looking over the city, where the old reservoir stood.

Like many folks of his day, Jake Chiles had romantic notions about England, specifically Scotland, and he doted upon the vision of a development based on the wonders of Kenilworth, as featured in the novel of Sir Walter Scott (1771-1832). Kenilworth, published in 1821, is the improbable story of Amy Robsart, the wife of Robert Dudley, the earl of Leicester (as imortalized in Leicester, just outside of Asheville), who suffers neglect, insult, and eventually dies at her husband's hands. Kenilworth was a magnificent castle near Stratford, now on the final stages of decay.

And Kenilworth Castle had a lake, a grand and glorious lake, so Mr. Chiles decreed that his Kenilworth would also have a grand body of water to relfect the noble houses and trees that would one day spring up on its shores.

KENILWORTH RESIDENTS’ ASSSOCIATION:
THE NEW ARTICLES OF INCORPORATION of THE KENILWORTH RESIDENTS’ ASSOCIATION OF ASHEVILLE, N.C., PRECEDED BY THE ORIGINAL ARTICLES, AS PRESENTED ON JANUARY 25, 2006.


We, the undersigned natural persons of the age of twenty-one years or more, acting as incorporators for the purpose of creating a non-profit corporation under the laws of the State of North Carolina, as contained in Chapter 55a of the General Statutes of North Carolina, entitled "Non-Profit Corporation Act," and the several amendments thereto, do hereby set forth:

1. The name of the corporation is The Kenilworth Residents' Association.
2. The period of duration of the corporation shall be perpetual.
3. The purposes for which the corporation is organized are:
--To enhance the quality of life and promote a strong sense of community in the Asheville area known as the Kenilworth neighborhood;
--To promote public safety in Kenilworth through the education of the residents, the analysis of unsafe conditions and notification of the proper agency or party to request such changes as may be necessary;
--To support the beautification of the area and to support the development and operation of public recreation in the area, to encourage the preservation and planting of trees and shrubs and flowers in the neighborhood, to encourage the proper disposal of trash and litter in the area;
--To study and draft plans acceptable to the neighborhood to be used in charting the future development of land in the area and to recommend to local government these plans for further development;
--To promote harmonious human relationships within the community through meetings and activities that bring the residents together in a spirit of fellowship and to identify sources of tension within the community and to work to reduce them;
--To promote community service projects among the residents; and,
--To work to preserve the historic landmarks of the area and to set down the history of the area.
5. The corporation is to have the following class or classes of members: All adults residing in the Kenilworth area shall be eligible for membership according to Article III of the Association’s Bylaws.
6. Directors of the corporation shall be elected in accordance with Article V, Sec. 4, 5 & 6 of the Bylaws. The address of the initial registered office of the corporation is as follows: Street address: 18 Buckingham Court, Asheville, County: Buncombe.
The name of the initial registered agent of the corporation is William G. Moore.

THE NEW BYLAWS OF THE KENILWORTH RESIDENTS’ ASSOCIATION
These are the new bylaws for review by the residents of Kenilworth.

ARTICLE 1. LOCATION. The principal location of the organization is in the City of Asheville, Buncombe County, and State of North Carolina.
--SECTION 1. CHANGE OF ADDRESS. The Officers may change the principal office from one location to another within the named county by noting the changed address and effective date below, and such changes of address shall not be deemed, nor require, an amendment of these Bylaws:

--SECTION 2. OTHER OFFICERS. The Organization may also have offices at such other places where it is qualified to do business, as its business and activities may require, and as the Officers may, from time to time, designate.

ARTICLE 2.PURPOSES and OBJECTIVES. The specific purpose of the Kenilworth Residents’ Association (hereinafter known as KRA), shall be:
--SECTION 1. To educate and inform the community and its government about matters that concern Kenilworth residents, and when appropriate, taking advocacy actions for the good of the neighborhood;
--SECTION 2. To provide a means for Kenilworth residents to share information; and,
--SECTION 3. To provide technical assistance to individuals or groups interested in participating in community affairs.

ARTICLE 3.OFFICERS AS DIRECTORS.
--SECTION 1. The Organization shall have no less than six (6) Officers and collectively they shall be known as the KRA Board of Directors.
--SECTION 2. QUALIFICATIONS. Officers shall be of the age of majority in this state. Each shall be a resident of the Kenilworth neighborhood, and a KRA member in good standing (including, but not limited to, having paid their annual dues).
--SECTION 3. POWERS. Subject to the provisions of the laws of this state and any limitations in these Bylaws relating to action required or permitted to be taken or approved by the members, if any, of this organization, the activities and affairs of this organization shall be conducted and all corporate powers shall be exercised by or under the direction of the Officers. Decisions on activities or affairs brought before the KRA Officers by Members are generally rendered by majority vote, one vote per Officer. Consensus decision-making may be used, too.

ARTICLE 4. DUTIES. It shall be the Duty of the Officers to:
--SECTION 1. To perform any and all duties imposed on them collectively or individually by law, or by these Bylaws.
--SECTION 2. Appoint and remove, employ and discharge, and, except as otherwise provided in these Bylaws, prescribe the duties and fix the compensation, if any, of all agents or employees of the Organization;
--SECTION 3. Meet at such times and places as required by these Bylaws; and,
--SECTION 4. Register their addresses with the Secretary of the Organization, and notices of meetings mailed or e-mailed to them at such addresses shall be valid notices thereof.
--SECTION 5. The KRA representative to the Coalition of Asheville Neighborhoods [CAN] shall attend all CAN meetings, and to report regularly to the Officers and Membership, both with CAN minutes and verbally on all matters brought before that organization pertaining to Kenilworth.
--SECTION 6. The KRA Webmaster shall post all KRA minutes, policies, or policy proposals or other such matters that Members retain the vote at the Annual General Membership. The names of persons nominated for Officers shall be posted 30 days ahead of the Annual General Membership Meeting. The website shall be www. kenilworthcommunity.org.
--SECTION 7. TERMS OF OFFICE. Each Officer may hold office for up to three consecutive terms, each term lasting one year.
--SECTION 8. COMPENSATION. Officers shall serve without compensation. However, they shall be allowed reasonable advancement or reimbursement for out-of-pocket expenses incurred in the performance of their duties, as endorsed by the Organization. For example, the Webmaster shall be reimbursed for any necessary computer program updates, plus a quarterly fee of $25, or $100 per year.
--SECTION 9. INDEMNIFICATION BY ORGANIZATION OF OFFICERS. Officers shall be indemnified by the Organization to the fullest extent permissible under the laws of this state.

ARTICLE 5. MEMBERS.
--SECTION 1. DETERMINATION AND RIGHTS OF MEMBERS. Those individuals whose dues are currently paid are considered members in good standing and shall enjoy all rights and privileges of membership in KRA, including being eligible to vote on affairs and activities put before them by the Board, or to bring issues of concern to the Officers, including resolutions for consideration by the General Membership.
--SECTION 2. DUES. Membership dues for all forms of membership shall be established by the Officers from time to time, and shall be due and payable annually. The KRA fiscal year begins January l of each year and ends December 31 of each year. Currently, annual dues are $15 per household, $10 per senior citizen household.
--SECTION 3. NUMBER OF MEMBERS. There is no limit on the number of Members the Organization
--SECTION 4. MEMBERSHIP BOOK. The Organization shall keep a membership book containing the name, address, telephone number and e-mail address of each Member, and showing dues paid. This book shall be kept by the Treasurer and is not to be used for any commercial purpose, unless approved by vote of members at the Annual General Membership Meetings.
--SECTION 5. NONLIABILITY OF MEMBERS. A Member of KRA is not, as such, personally liable for the debts, liabilities, or obligations of the Organization.
--SECTION 6. NON-TRANSFERABILITY OF MEMBERSHIPS. Membership rights are not transferable. All rights of membership cease upon the Member’s failure to maintain dues, or by moving away from Kenilworth by selling or leasing their property in Kenilworth, or by death.
--SECTION 7. TERMINATION OF MEMBERSHIP. Membership in KRA shall terminate upon the occurrence of any of the following events: Upon his or her notice of such termination delivered to the President or Secretary of the Organization personally or by mail, such membership to terminate upon the delivery of the notice or date of deposit in the mail.
----1. Members, upon a failure to renew his or her membership by paying dues on or before their due date, shall forfeit the right to vote on matters brought to the Membership by the Officers. Termination is to be effective 30 days after a written notification of delinquency is given personally or mailed to such Member by the KRA Secretary. A Member may avoid such termination by paying the amount of delinquent dues within a 30-day period following the Member’s receipt of the written notification of delinquency.
----2. After providing the Member with reasonable written notice and an opportunity to be heard either orally or in writing, upon a determination by the Officers that the Member has engaged in conduct materially and seriously prejudicial to the interests and purposes of the Organization. Any person expelled from the Organization shall receive a refund of dues already paid for the current dues period.

ARTICLE 6. OFFICERS.
--SECTION 1. DESIGNATION OF OFFICERS. The Officers of the Organization shall be President, Vice President, Secretary, Treasurer, Representative to the Coalition of Asheville Neighborhoods and the Webmaster. In addition, KRA may have a Second Vice President, Assistant Secretary, Assistant Treasurers, and at-large members. The Officers may determine other officers with such titles as the occasion demands, and present their resolution to this effect to Members at the Annual General Membership Meeting.
--SECTION 2. ELECTION AND TERMS OF OFFICE. Officers shall be elected by a general vote at the Annual General Membership Meeting. Should one or more persons seek the same office, the person securing a majority of the votes cast by Members shall be deemed selected for the position. This General Membership Meeting shall take place at a convenient time in January each year. Each officer shall hold office until he or she resigns or is removed or is otherwise disqualified to serve, or until his or her successor shall be elected and qualified, whichever occurs first. The term of office is 1 year. No officer shall serve more than three consecutive terms in one position. Upon serving three (3) consecutive terms in one position, a person may not be considered for re-election to that position until no less than 1 year has elapsed.
--SECTION 3. REMOVAL & RESIGNATION. The Membership may remove any officer, either with or without cause, at any time. Any officer may resign at any time by giving written notice to the to the President or Secretary. Any such resignation shall take effect at the date of receipt of such notice, or at any later date specified therein, and, unless otherwise specified therein, the acceptance of such resignation shall not be necessary to make it effective. The above provisions of this Section shall be superseded by any conflicting terms of a contract that has been approved or ratified by either the Officers or the Membership.
--SECTION 4. VACANCIES. Any vacancy caused by the death, resignation, removal, disqualification, or otherwise, of any officer shall be filled by the Officers until the next Annual General Membership Meeting, if deemed necessary, or by a special Meeting of the General Membership.
--SECTION 5. DUTIES OF PRESIDENT. The President shall supervise and control the affairs of the organization, subject to the policies approved by the Membership. He or she shall perform all duties incident to his or her office and such other duties as may be required. Unless another person is specifically appointed to preside over the meetings, the President shall preside at all meetings, including meetings of the Members.
----1. The President and Treasurer shall prepare the Annual KRA Budget, and present the Budget to Members at the Annual General Membership Meeting, for approval or change.
----2. The President shall ensure that a quarterly list-serve e-mail newsletter, or other type of notice, is produced and made available to Members, or to others as determined by the Officers. Except as otherwise expressly provided by law, or by these Bylaws, he or she shall, in the name of the Organization, execute such deeds, mortgages, bonds, contracts, checks, or other instruments which may from times to time be authorized by the Membership.
--SECTION 6. DUTIES OF VICE PRESIDENT. In the absence of the President, or in the event of his or her inability or refusal to act, the Vice President shall perform all the duties of the President, and when so acting shall have all the powers of and be subject to all the restrictions on, the President. The Vice President shall have other powers and perform such other duties as may be prescribed by law, or by these Bylaws, or as may be prescribed by Officers or Membership.
--SECTION 7. DUTIES OF THE SECRETARY.The Secretary shall:
----1. Certify and keep the original, or a copy, of these By-Laws up to date, amended or otherwise altered. Keep a collection of minutes of all meetings of the Officers, and, if applicable, meetings of committees and of Members’ meetings, recording therein the time and place of holding, whether regular or special, how notice thereof was given, the names of those present or represented at the meeting, and the proceedings thereof.
----2. See that all Officers or Membership notices are duly given in accordance with the provisions of these Bylaws, or as required by law, including to provide the KRA Webmaster copies of the minutes to be posted on the KRA website, along with meeting notices. Be custodian of the records of the Organization and affix the logo, as authorized by provisions of these Bylaws to duly executed documents of the Organization.
----3. Exhibit at all reasonable times to any Member or Officer, or to his or her agent or attorney, on request therefore, the Bylaws, the membership book, and the minutes of the proceedings of the Officers of the Organization. In general, perform all duties incident to the office of Secretary and such other duties as may be required by law, or by these Bylaws, or which may be assigned to him or her from time to time by the Officers or Members.
--SECTION 8. DUTIES OF TREASURER
----1. The Treasurer shall have charge and custody of, and be responsible for, all funds and securities of the Organization, and deposit all such funds in the name of the Organization in such banks, trust companies, or other depositories as shall be selected by the Officers.
----2. Receive, and give receipt for, monies due and payable to the Organization from any source whatsoever. Disburse, or cause to be disbursed, the funds of the Organization as may be directed by the Officers, taking proper vouchers or invoices for such disbursements.
----3. Keep and maintain adequate and correct accounts of the business transactions, including accounts of its assets, liabilities, receipts, disbursements, gains and losses.
----4. Exhibit at all reasonable times the books of account and financial records to any Member or Officer, or to his or her agent or attorney, on request. Render to the President and Officers, whenever requested, an account of any or all of his or her transactions as Treasurer and of the financial condition of the Organization. Prepare, or cause to be prepared, and certify, or cause to be certified, the financial statements to be included in any required reports.
----5. Keep a membership book containing the name and address of each and all members, and, in the case where any membership has been terminated, he or she shall record such fact in the membership book together with the date on which such membership ceased. Finally, in general, perform all duties incident to the office of Treasurer and such other duties as may be required by law, or by these Bylaws, or which may be assigned to him or her from time to time by the Members or Officers.
--SECTION 9. COMPENSATION. Any compensation received by officers of this Organization shall be reasonable and given in return for services actually rendered to or for the Organization, as approved by the Membership or Officers.

ARTICLE 7. COMMITTEES
--SECTION 1. NOMINATING COMMITTEE. A nominating committee consisting of three board members shall be selected by the President, and by at least one other person selected by or from the General Membership. This committee shall select one or more candidates for each office, after having obtained each candidate’s consent, then submit the names for consideration at the Annual General Membership Meeting for a vote.
--SECTION 2. OTHER COMMITTEES. The Organization shall have such other committees as may from time to time be designated by resolution of the Membership or Officers. These committees may consist of persons who are not also Officers and shall act in an advisory capacity to the Membership or Officers.
--SECTION 3. QUORUM FOR COMMITTEE ACTIONS. For each committee, a quorum shall consist of a simple majority of the current membership of that committee.

ARTICLE 8. MEETINGS.
--SECTION 1. PLACE OF MEETINGS. Meetings may be held at any location that is agreeable to the Officers. Currently, monthly officers’ meetings are held at the Harvest House on Kenilworth Road.
--SECTION 2. REGULAR MEETINGS. Regular meetings of the Officers shall be held monthly on a day and at a time to be established by the Officers, unless such day falls on a legal holiday, in which event the regular meeting shall be held at the same hour and place on a date to be agreed upon by the Officers at the meeting prior to the one requiring rescheduling. Currently, Officers meet on the second Thursday every other month, at 7:30 p.m. Members are welcome at all Officers’ meetings. Membership meetings shall be held 4 times a year:
----1. A Meeting in January shall be the Annual General Membership Meeting. At this meeting the membership will review, discuss, and vote up or down policies presented by the Officers. Elections will be held. All Officers will be elected at this meeting. And the Membership shall take up other business that comes before the Kenilworth Residents’ Association.
----2. Three [3] meetings will be held yearly to celebrate the Arts, Letters and Crafts of Kenilworth residents. The Officers shall be responsible for the organization and management of these Meetings, and their dates.
--SECTION 3. SPECIAL MEETINGS. Special meetings of the Officers and/or Members may be called by the President, the Vice-President, the Secretary, or, if different, by the persons specifically authorized under the laws of this state to call meetings of the Membership. Such meetings may be held at the place designated by the person or persons calling the special meeting.
--SECTION 4. NOTICE OF MEETINGS. Unless otherwise provided by the Bylaws, or provisions of law, the following provisions shall govern the giving of notice for meetings of the Officers
----1. Special Meetings. The President, to hold a Special Meeting of the Membership, shall give at least one weeks’ prior notice to the Membership, either by hand-delivered flyers, by e-mail, or by the KRA Website, www.kenilworthcommunity.org
----2. Annual Meeting. The Organization’s annual meeting is held in January year, at which annual reports are presented and Board members are elected for the next fiscal year. Notice shall be given in the manner as defined for special meetings.
--SECTION 5. QUORUM FOR MEETINGS OF THE OFFICERS OR GENERAL MEMBERSHIP. A quorum shall consist of one-third (1/3) of the Officers, and at least 1/3 of all Members whose dues are fully paid. Except as otherwise provided under these Bylaws, or provisions of law, no business shall be considered by the Officers at any meeting at which the required quorum is not present, and the only motion which the President shall entertain at such meeting is a motion to adjourn.
--SECTION 6. MAJORITY ACTION AS BOARD ACTION. Every act or decision done or made by a majority of the Officers present at a meeting duly held at which a quorum is present is to be considered as an act of the Board of Directors, if KRA had such a body, unless these Bylaws, or provisions of law require a greater percentage or different voting rules for approval of a matter by the Officers or Membership.
--SECTION 7. CONDUCT OF MEETINGS. Meetings of the Officers and/or Individual Members shall be presided over by the President, or, in her or his absence, by the Vice President. Meetings shall be governed by Roberts Rules of Order, Newly Revised, insofar as such rules are not inconsistent with or in conflict with these Bylaws, or with provisions of law. Again, it is noted that decisions may also be reached by consensus.
--SECTION 8. ACTION BY WRITTEN BALLOT. Except as otherwise provided under these Bylaws, or provisions of law, any action which may be taken at any regular or special meeting of Officers may be taken without a meeting if the Organization distributes a written ballot to each officer entitled to vote on the matter, either by the U.S. Postal Service, or by e-mail. The ballot shall:
----1. Set forth the proposed action;
----2. Provide an opportunity to specify approval or disapproval of each proposal; order to be counted. Provide the name or names of the persons who will tally the vote, report the results to the Directors or Members, and who will record the tally in the Organization’s records;
----3. Specify the date by which the ballot must be received by the Organization in order to be counted. The date set shall afford Members a reasonable time within which to return the ballots to the Organization. Approval of action by written ballot shall be valid only when the number of votes cast by ballot within the time period specified equals or exceeds the quorum required to be present at a meeting.

ARTICLE 9. EXECUTION OF INSTRUMENTS, DEPOSITS AND FUNDS.
--SECTION 1. EXECUTION OF THE INSTRUMENTS. The Officers, except as otherwise provided in these Bylaws, may by resolution authorize any officer or agent of the Organization to enter into any contract or execute and deliver any instrument in the name of and on behalf of the Organization. Such authority may be general or confined to specific instances. Unless so authorized, no officer, agent, or employee shall have any power or authority to bind the Organization by any contract or engagement or to pledge its credit or to render it liable monetarily for any purpose or in any amount.
--SECTION 2. CHECKS AND NOTES. Except as otherwise specifically determined by resolution of the Officers or Membership, or as otherwise required by law, checks, drafts, promissory notes, orders for the payment of money, and other evidence of indebtedness of the Organization shall be signed by the Treasurer.
--SECTION 3. DEPOSITS. All funds of the Organization shall be deposited from time to time to the credit of the Organization in such banks, trust companies, or other depositories as the Officers may select.
--SECTION 4. GIFTS. The Officers may accept on behalf of the Organization any contribution, gift, bequest, or devise for the non-profit purposes of this Organization.

ARTICLE 10. CORPORATE RECORDS, REPORTS AND SEAL.
--SECTION 1. MAINTENANCE OF CORPORATE RECORDS. The Officers of the Organization shall keep the following records as noted for each item:
----1. President: A copy of the Organization’s Bylaws, as amended to date, shall be open to inspection by the Members, as will minutes and financial records, with reasonable advance notice.
----2. Secretary: Minutes of all meetings of Officers, committees, and of all meetings of Members, indicating the time and place of holding such meetings, whether regular or special, and the names of those present and the proceedings thereof.
----3. Treasurer: Adequate and correct books and records of account, including accounts of its properties and business transactions and accounts of its assets, liabilities, receipts, disbursements, gains and losses;
--SECTION 2. LOGO. The Board of Directors may adopt, use, and at will, alter, a logo that serves as official seal of the Organization. The logo shall be kept either by the President, Secretary, or Treasurer. Failure to affix the logo to official documents, however, shall not necessarily affect the validity of any document.
--SECTION 3. MEMBERS’ INSPECTION RIGHTS. Individuals shall have the following inspection rights, for a purpose reasonably related to such person’s interest as a Member:
----1. To inspect the record of all Members’ names, addresses, at reasonable times, upon written request of the Secretary, and state the purpose for which the inspection rights are requested.
----2. To obtain from the Treasurer by written demand on, and payment of a reasonable charge to, the Treasurer, a list of the names, addresses and voting rights of those Members entitled to vote for the election of Officers. The request shall state the purpose for which the list is required. The membership list shall be made available within a reasonable time.
----3. To inspect at any reasonable time the books, records, or minutes of proceedings of the Annual General Membership Meeting, or of the Officers, or committees, upon written request of the Secretary by the Member for a purpose reasonably related to such person’s interests as a Member.
--SECTION 5. ANNUAL REPORT. The Officers shall cause an annual or periodic report required under law to be prepared and delivered to an office of the State of North Carolina, and to the Members of this Organization, and to be so prepared and delivered within the time limits set by law.

ARTICLE 11. AMENDMENT OF BY-LAWS. Subject to any provisions of law, these Bylaws may be altered, amended, or repealed, and new Bylaws adopted by a two-thirds majority vote of the dues paying Membership.

ARTICLE 12.
CONSTRUCTION AND TERMS. Should any of the provisions or portions of these Bylaws be held unenforceable or invalid for any reason, the remaining provisions and portions of these Bylaws shall be unaffected by such holding.
ADOPTION OF BY-LAWS.
We, the undersigned, all of the Officers of this Organization, consent to, and hereby do adopt the foregoing By-Laws, consisting of this and the 17 preceding pages, as the Bylaws of the Kenilworth Residents’ Association.

Community Watch (June 2005 Incidents)
--June 16-Buckingham Court - Vehicle entered, jogging stroller stolen.
--June 16-Forest Hill Drive Two vehicles entered and rummaged through.
--June 26-Kenilworth Road - At 2:30 AM, a white male was knocking on doors asking for tow truck money.
--Ongoing Problem: Motor scooters being operated inappropriately; Underage drivers, no helmets, speeding and running stop signs.

Just a reminder that we must lock our vehicles and leave nothing of value in them. These criminals are opportunists. Report suspicious persons you may see wandering our streets at night immediately to Police. Don't assume someone else will.
Do not open your door to strangers asking for money. If you must communicate with them, speak through your locked door and offer to call Police for them. Report to Police at once.
We continue to witness motor scooters being operated inappropriately. Please call Police immediately when you witness drivers speeding and/or not wearing helmets.

Car Thieves:
It seems that car thieves have found another way to steal your car or truck without any effort at all. The car thieves peer through the windshield of your car or truck, write down the VIN number from the label on the dash, go to the local car dealership and request a duplicate key based on the VIN number.

The car dealer's parts department will make a duplicate key from the VIN number and collect payment from the thief who will return to your car. He doesn't have to break in, do any damage to the vehicle, or draw attention to himself. All he has to do is to walk up to your car, insert the key and off he goes to a local chop shop with your vehicle.

You don't believe it? It’s that easy. To avoid this from happening to you, simply put some tape (electrical tape, duct tape or medical tape) across the VIN label located on the dash-board. By law, you cannot remove the VIN number, but you can cover it so it can't be viewed through the windshield by a car thief. We urge you to forward this to your friends before some other car thief steals another car or truck.

Remember to remain alert and call Police if you witness anything unusual. We suggest leaving your front and back porch lights on. Respond to any noises you hear in the neighborhood and look out for each other. Call neighbors who do not have email or access to the Web site.

The Kenilworth Residents Association meets the second Tuesday of every month at Harvet House, beginning at 7:00 pm. There's always plenty of room for residents and the board wants everybody to attend. Take an opportunity to meet your neighbors and tell the board about issues that concern you. The more we hear from our local citizens the more our board activites will reflect the neighborhood's likes and dislikes!

All Residents - REPORT ANYTHING SUSPICIOUS!
--A vehicle driving slowly down your street, an individual on foot, a bicycle or motorized scooter. We believe whoever is committing these crimes is very familiar with this area and our habits. This may be a team of individuals using walkie talkies or cell phones. An individual on foot goes into a house, gets everything by the front door, then calls for a partner in a car to make the pick up. Many of these burglaries have had items taken too large to be carried on foot.

Never assume that somebody else made the call!
Communicate with your neighbors!

Traveling Tips: If traveling away from home, activate an immediate Zone of Security by notifying your neighbors about your absence. Have your newspaper and mail picked up. Trim hedges, cut lawns, to make your home more visable and more lived in. Make sure the porch lights and security lights have fresh bulbs. And make sure window and door locks are functioning.

Dog Owners:In case you haven't heard, fines have increased for violations to the city's Animal Control Ordindance. Fees for violaters have jumped from $10.00 to $50.00 for the following:

Barking dogs.
Failure to register a dog.
Having more than six animals without a permit.
Letting dogs run loose.
For not cleaning up after a dog.


Second offenses carry a $100 fine and from there they increase incrementally to $500.

Come on, dog owners--be responsible. Don't let your dog roam the neighborhood. Over the part two years, we've had numerous loose dogs that have threatened people and attacked other animals. When walking your dog, make sure they're on a leash and please carry a bag for cleanup. And don't let your dogs bark repeatedly during the day or night. Be considerate of your neighbors--and your dog!
